Xbox One title update frozen install

The title update for Dec 19th started an install last night and stopped at 98%  It has still not completed, the game cannot be played and nothing else can be downloaded or viewed on the Xbox One.

I cannot find any way to cancel the update process and MS does not give any way to see files loaded on the hard drive to be able to delete.

Is this a title update issue or Xbox One issue.
